About Brian Whalley

I am a former accountant and civil servant having previously worked in DHSS, MoD and the Cabinet Office.

I am a qualified teacher and have an MA in Management Learning from the University of Lancaster.

Since 2004, I have worked as a freelance, providing:
– Accounting Officer training (often on a 1:1 basis)
– NDPB board member induction training; and
– Programmes for senior officials all of which aim to ensure that delegates are
aware of their personal responsibilities with regard to the stewardship of
public funds and the proper conduct of public business.

In addition, I have delivered governance and financial management programmes in Russia, Macedonia, Hungary, Abu Dhabi and the Turks and Caicos Islands.

I have worked regularly with the Northern Ireland Chief Executives’ Forum and I am currently an Associate of the Civil Service College Ltd.

Training approach: I am able to make the subjects under discussion interesting and relevant through the use of an enthusiastic style of delivery combined with deep knowledge of the subject using real-life examples and case studies and incorporating video excerpts from various Public Accounts Committees.

All training programmes are thoroughly tailored both to the particular jurisdiction and to the specific organisational context.
